Charles was born in Norwich and lived there during his early life. He graduated from Trinity College in 1915, having previously attended the University of Connecticut. In 1915, earned his masters degree in biology from the University of Illinois. He taught school in Massachusetts until he joined the army in November 1916 as a second lieutenant. During his 31 years in the Army, he attained the rank of colonel and earned numerous American and foreign decorations, including the Distinguished Service Cross, Bronze Star, Silver Star, Purple Heart, World War I Victory Medal with four battle clasps and the Defensive Sector clasp. Among his assignments during World War II, he organized the 2694th Technical Supervision Regiment which was in charge of guarding all Italian prisoners of war in North Africa. He retired in 1947 due to a physical disability. His survivors included his wife, Ellen Brent Senay, a daughter, Ellen B. Jones, a son, Lt. Col. David C. Senay, five grandchildren, and one great-granddaughter. He was interred in Arlington National Cemetery, Arlington, Virginia.7
