Biography

James was born in Omaha, Nebraska, and he moved to Phoenix with his family. He was a graduate of Arizona State University, majoring in architecture. Afterward, he moved to San Diego, California, and worked in the city planning office for 20 years. He later was a partner in a land-use consulting business in area around San Diego, retiring in 1993.3
